With reference to your letter No. 134/1906, dated

15th. instant; it would appear that the Rates suggested for

Premium and Crown Rent are based on an assumption that the land is

valuable building land. It is of course very steep rough ground full of racks, there is no access by road anywhere near it, and no water supply. It has remained for a long period of years undevelop-

-ed.

It is not likely therefore that the War Department

will agree to pay the Rates suggested, and it will therefore be

necessary for them to obtain an independent valuation; should the Colonial Government and War Department not be able then to agree, the precedufte in paragraph 7 of Colonial Office Circular of 30th. December, 1894, would have to be adopted.

Should the final rate appear high the War Department will probably content themselves with taking the area alluded to as a Military Reserve at $1 per acre per annum, and only paying build- -ing value for the sites actually built on and immediately surround- -ing the Battery or Batteries.
